And this looks like the end.
Today, Bethesda announced the cessation of effort on their part in terms of mod support of the PS4. This applies specifically to 'Fallout 4' and to 'Skyrim - Special Edition,' the latter of which is not even out yet.
Mod support had long been promised for 'Fallout 4,' and the game has mod support on both PC and the Xbox One. In the announcement, Bethesda reiterated their position that mod support is ready, but that Sony is unwilling to approve user mods in "the way they should work: where users can do anything they want for either Fallout 4 or Skyrim Special Edition."
It would seem that this is the end of the possibilities in terms of mod support for either title. According to Bethesda's message, Sony is blocking mod support and Bethesda has given up on Sony changing that position. While Bethesda has apologized for promising such a feature and not being able to deliver, the developer/primary publisher did leave the door open provided that Sony changes their position.

After months of discussion with Sony, we regret to say that while we have long been ready to offer mod support on PlayStation 4, Sony has informed us they will not approve user mods the way they should work: where users can do anything they want for either Fallout 4 or Skyrim Special Edition.
Like you, we are disappointed by Sony’s decision given the considerable time and effort we have put into this project, and the amount of time our fans have waited for mod support to arrive. We consider this an important initiative and we hope to find other ways user mods can be available for our PlayStation audience. However, until Sony will allow us to offer proper mod support for PS4, that content for Fallout 4 and Skyrim on PlayStation 4 will not be available.
We will provide an update if and when this situation changes.
Meanwhile, Microsoft is enjoying the fruits of their relationship with Bethesda.
