Next week's patch strips away the Cryptarch's powers of infuriation.
One of the most blatant flaws in Bungie's 'Destiny,' that game some people on the web are talking about, is the disconnect between the loot you find out in the field and the reward you draw from that loot. Rare items would turn out to be common, legendary items would trade down to rare even more often, and the chance to trade up in rarity, if remotely possible, was just a peephole of hope in an otherwise pitch black world of disappointment.
Next week, all of that changes.
"Engrams will always decode into items at or above the quality of an engram."
And that's all that really needs to be said.
More specifically, though, legendary engrams (the loot drops before they're actual loot) will only ever translate into legendary gear or other as-rare items (exotic gear and the coveted ascendent materials). Rare engrams do the same at their level, though they're more likely to produce legendary gear as well, following the patch.
Additionally, the Daily Heroics, Weekly Heroics and Vanguard: Tiger playlist activites will include rare and legendary items as rewards, in addition to the more common ascendent materials and strange coins.
On the downside, ascendent materials on the whole, which are used to upgrade your existing legendary and exotic gear, will be considered Legendary items, thus harder to come by through randomized means.
