The Xbox One will have a dedicated Twitch.tv app for watching Twitch streams at launch, but the ability to live stream to Twitch or any other service won't be ready in 2013. The ability to record clips will be enabled at launch, and those recorded clips will be able to be uploaded freely.
From Microsoft, "We know the ability to instantly broadcast gameplay is something the gaming community is excited about, and we are too. We are working to ensure the initial Twitch on Xbox One broadcasting experience meets the expectations of the Twitch community, so while this feature won’t be available right away, we’ll let you know as soon as it is ready. Our goal is to deliver it during the first part of 2014."
As for the Twitch app, Microsoft and Twitch have produced a video showing off the functionality.
The Twitch app, like other Xbox One apps, will have achievements associated with use.
