In an interview with Nintendo's Satoru Iwata, it was revealed that video chatting on the Wii U necessitates that the user exit/end their game.
When the feature was first unveiled just before E3, it was touted as something to be used during gameplay. The technical limitation is one that Iwata hopes "is an area that we can improve on in the future."
For developers to not have to support such a taxing feature and deal with the associated certification headaches would seem to be addition by subtraction for a capability that is secondary to what Nintendo has traditionally delivered.
