Nothing akin to the 360's universal achivement system or the PS3's trophy system for the Wii U, at least according to a post on NeoGaf by Jeremiah Slaczka, the creative director and co-founder of 5th Cell, 'The Scribblenauts' developer .
Jeremiah's post did mention that game-specific achievement systems could be added by the developer (much as they have been in various Wii games). Clearly an odd choice on the part Nintendo considering their new social platform initiative and the relative ease compared with other developer requirements.
It is important to note that a global achievement system could be added later, much as it was for the PS3.
