No PS Plus sub required.
'Elder Scrolls Online' is coming this spring, and Zenimax Online has shared some details on the PS4 version. Naturally, the game will require a monthly subscription, but it will not require players to be PlayStation Plus members. The PS4 servers will be separate from PC versions. "This is good news for PS4 players as they won't have to worry about contending with higher-level PC players when ESO launches on PS4."
As for the control scheme, 'Elder Scrolls Online' on the PS4 will have controls that are somewhat similar to the controller layout in 'Skyrim,' but some differences in the two games (such as abilities), as well as the PS4's touchpad will mean some adjustments.
Details on the game's hard drive footprint were slight though the "PS4 offers an HDD with a tremendous amount of memory. There is plenty of HDD memory available for the game and for years of continuous post-launch content that will be released for The Elder Scrolls Online."
Finally, there will be a PS4 beta for the game, for which users can sign up here.
