A multi-tier approach.
Tomorrow, March 17th, Capcom will release new versions of both 'Dead Rising 2' and 'Dead Rising 2: Off the Record,' complete with Steam Achievements and cloud saves. The big change of course is the move away from Microsoft's decaying Games For Windows Live service. Owners of the GFWL version, who have either bought the game on Steam or else have a GFWL activation code will be able to get the new Steamworls versions. Interestingly enough, Capcom says those that own and enjoy the GFWL can continue to use the service with full Live support, but they must be sure to keep the GFWL versions as a separate install from these new Steamworks one.
Users can transfer their saves and achievements from GFWL to Steam using a new migration tool that is included with each game. The unfortunate trick though is that this migration requires a current install of GFWL. For those that don't care about an old save or achievements, can start from scratch and don't need the GFWL install.
Sadly, the GFWL DLC is not transferrable as there's now code/key associated to facilitate transfer. (More info here.)
