Planned as both a DLC update and stand-alone release.
One of the biggest things to emerge from this past weekend's Evo 2-13 tournament was the announcement and detailing of 'Ultra Street Fighter IV.' This update, which builds on the prior two 'Street Fighter IV' revisions, 'Super Street Fighter IV' and 'Super Street Fighter IV: Arcade Edition' adds five characters and six new stages as well as some existing character tweaks.
The five new characters include 'Final Fight' cast-offs Rolento, Poison, and Hugo, as well as Elena from 'Street Fighter 3'. The fifth fighter has not yet been revealed, but Capcom has promised someone all-new. All-new fighters for the preeminent fighting game have thus far been a mixed bag, but fans should nevertheless be intrigued.
Capcom has released some detials for the upcoming rebalancing.

The improvements to Chun-Li will allow her to play a stronger offensive game as she now has more opportunities to knock down
HP increase to 950
EX Kikoken knockdown on hit
EX Hazanshu armor break
Balrog
The improvements to Balrog will allow for him to play a much more aggressive playstyle which he is known for.
Dirty Bull now has longer range
Buffalo head has reduced recovery
Lower charge time for higher levels of Turn Around Punch
Dudley
The improvements to Dudley will allow him to go toe to toe with others at a distance a lot better than before.
Short Swing Blow completely throw invincible
Increased damage on all target combos
Larger hitbox on attacks (e.g. Kidney Blow)
THawk
The improvements to T.Hawk allow him to pressure the opponent better with new offensive options and movement, lowering his dependency on command grabs.
Crouching middle kick now special cancelable
Faster walk speed
Improvements to Ultra 2"
Capcom has thus far promised that the 'Ultra' update will be available as a $15 DLC for owners of 'Super Street Fighter IV' and 'Super Street Fighter IV: Arcade Edition' for either the 360 or PS3. A stand-alone retail version will include the 'Super Street Fighter IV: Arcade Edition' plus the 'Ultra' content and $40 worth of DLC costume content.
